This research brief for the fourth report in the Center’s leadership series looks at the behind-the-scenes work of the school district human resource department and the role it plays in implementation of reform strategies. One of the central conclusions is that transforming the district HR office involves two things: substantial administrative reforms aimed at increasing department capacity and close attention from top district leadership.
