Phoenix Rising: Bold Ideas for States to Transform Public Education

American public education stands at a precarious moment where states are now in the driver’s seat. Pandemic-related learning losses and enrollment declines, met with a federal retreat and fiscal pressures, leave schools and districts facing an uncertain landscape. As pressures mount between the rise of generative AI and growing divisiveness around school choice, young people deserve decisive action.

This synthesis of the Phoenix Rising series presents a provocative yet pragmatic set of non-ideological ideas to get past the dysfunctions paralyzing improvement efforts and unlock large-scale renewal and principled innovation. Burning down the public education system is not the answer, but neither is blindly defending the status quo.

The series outlines a coherent state policy infrastructure across seven mutually reinforcing levers that state leaders—legislatures, governors, state agencies, and boards—can directly control:

  • Remade Teacher Preparation & Profession: Align teacher certification strictly with evidence-based instruction, support team-based staffing models, and modernize educator compensation and contracts to preserve district autonomy and innovation.
  • Principled School Choice: Focus on fair competition, equitable access, and market enablers. Build unified enrollment systems and fund transportation subsidies so low-income families and students with specialized needs can access real options.
  • Future-Ready High Schools: Reexamine graduation requirements using a “zero-based budgeting” approach for the AI era, expand youth apprenticeships and work-based learning, and leverage precision learning to staff schools flexibly.
